Representative projects that were completed by DCL staff members include:     

  • Rehabilitation of several stations of the New York City Transit System, including structural, architectural and building systems.
  • Condition Survey and suggestions for repair / replace Structures in steel and concrete, for structures of New York City Transit. This included steel elevated structures and subways. These involved the temporary relocation and reconfiguration of signal and traction power equipment.
  • Project Management Oversight Services (P.M.O.) to UMTA on Mainline RRD Bridge, Station and System Improvement SEPTA, including site reviews. D.C.L.’s responsibility included field reviews of work in rail systems and in operations.      
  • Newark Airport Rail Station - Performed Constructibility Review & developed staging & sequencing for construction of three major interlocking on the N.E. Corridor required to construct a new rail station. This included identification of temporary signal configuration and interim circuit layouts.
  • PATCO Reverse Signals, DRPA - As a member of design team on this project of Port Authority Transit Company a Subsidiary of Delaware River Port Authority, developed requirements for wayside structures supporting signal equipment and appurtenances including bungalow supports, platforms and pole lines. This included recommending construction staging & track usage’s that would be required for construction.          
  • Litigation Services, Various Locations: provided expert opinion in support of litigation pertaining to accidents occurring in industrial and commercial facilities. DCL evaluated compliance with codes and regulatory requirements, adequacy of facility design criteria, and maintenance and operating practices. Analytical evaluation of specific equipment / infrastructure failures or accidents, as well as expert testimony, has also been provided by the firm.    
  • Frankford Elevated Line Reconstruction, Philadelphia, Pennsylvania: Supported revisions to the program Implementation Plan for the reconstruction of this transit facility. This plan included master schedule in logic network formats for procurement of all material, development & implementation of new signal and power budget.
  • In addition, the firm developed recommendations to correct site problems pertaining to  special track work. These corrective measures were implemented, resulting in the acceptance of this component of the project.
  • Automated Material Handling Warehouse Systems and Laboratory Installations at Various Navy, Air Force and Army Corps of Engineers' Facilities: provided management of "turn key" operations for state-of-the-art systems.
    • These programs involved:            
      • Development of work breakdown structures, schedules and contract documents    Generation of budgets and cost control for facility and equipment installation efforts
      • Generation of "on-site" construction management plans so that vendor conforms to specifications, schedules, and budgets.
      • Columbia Pictures - Performed Safety and design review of set for the movie  “THE MONEY TRAIN “ . This included evaluation of track configuration for clearances and condition and performance of braking distance calculations.
  • Provided design suggestions and constructibility review for the launching of passenger overpass over the tracks of operating railroad on the North east Corridor line at Newark.
  • Provided specifications and design reviews for the monorail at Newark Airport.
